Like children, older adults have been seen as unable to, unwilling to, or perhaps cannot be trusted to make appropriate decisions for themselves, so others need to make decisions on their behalf. This model is uncomfortably close to blaming the victim, and attributes the mental difficulties of a small minority of older adults to everyone of similar age. This approach has resulted in legislation, services, and support that appear to be modeled on child abuse services (Harbison, 1999; Sacco, 1990; Vinton, 1999).
