An analogue phase locked loop has an internal oscillator which is voltage controlled, that is a voltage controls the frequency at which it runs. A mid voltage level causes it to run at about the frequency of the clock to be recovered so that it may run faster or slower as necessary.
The effect is most noticeable when a stream of narrow pulses is followed by a wide pulse or when a stream of wide pulses is followed by a narrow one.
